- New adjacent threat: iGAS / XMan OilGas — pump-connected auto e-invoicing, iGAS explicitly automates fleet fueling. Wrong buyer (depot owners), right structure. (iGAS, FBS)
- Emission/đăng kiểm tightening is REAL — stricter testing from 2026-03-01, 5 levels by build year, old diesel trucks hit hardest. W32 flagged it unverified; state media now confirms. (baochinhphu, Thanh Niên)

So what: six weeks on the same experiment. The blocker died on 8/01; what remains is that nobody has done the three mechanical steps.
No result in [[HANDOFF]] — the 8/08–8/09 entries are freight-docs and fleet P&L coverage work, not onboarding. Steps still open: pull the bot account out of the AB Logi group, attach the bot process, invite + one line in org-groups.json. No new experiment.

So what: both price questions are still unverified after two weeks of searching — they are phone calls, not searches. Stop scheduling them as scans.

The e-invoice shift — the one thing that changes strategy
So what: our differentiator is drifting from "we can read a crumpled receipt" to "we tie fuel spend to the truck that burned it." Say the second thing, not the first.
Decree 70/2025 requires a station to issue an e-invoice per transaction, at the moment of sale, including to walk-in individuals, with retention and retrieval obligations. Non-compliant stations face licence action. (PIACOM, hethongphapluat)

So what: unchanged on purpose. Six weeks of scanning has produced a sharper pitch and zero customers.
Onboard customer #1 end-to-end (org + bot in their Zalo group + first OCR'd receipt approved) and ask for one quotable sentence.
Metric: customer #1 live + 1 testimonial line.
Lead with receipts + daily P&L reconciliation, not GPS (only the demo adapter is ready, [[HANDOFF]] 8/01) and not "we read receipts" (commoditising — see e-invoice section).
Next scan (W34)
- Move Bách Khoa + Vietmap prices off the scan list — two weeks unverified by search. They are a phone call or a trial signup, not a query.
- Add the 6 missing URLs to
competitor-watch.mjs(5th week). If it isn't done by W34, delete the feed rather than keep reporting it. - Check whether any VN fleet tool starts advertising e-invoice/XML fuel ingest — that is the single move that would erase our wedge.
